Iron and steel are among the six product categories subject to EU CBAM from January 2026. South Africa's iron ore exports (primarily from the Northern Cape) and steel exports (from ArcelorMittal South Africa and other producers) face immediate CBAM compliance requirements. EU importers of South African iron and steel must declare the embedded carbon content of their imports and purchase CBAM certificates to cover the carbon price difference. The National DPP Registry provides the forensic infrastructure for South African iron ore and steel producers to generate compliant CBAM declarations.
The EU ESPR steel delegated act (expected 2027–2028) will mandate full DPPs for steel products. In the interim, the CBAM regulation requires carbon intensity declarations for steel imports. The National DPP Registry's steel DPP template covers the carbon intensity per tonne of steel (Scope 1 + Scope 2 emissions), the steel grade and composition (carbon content, alloying elements), the production route (blast furnace/basic oxygen furnace vs electric arc furnace — a critical distinction for carbon intensity), and the recycled scrap content percentage.
ArcelorMittal South Africa's Vanderbijlpark integrated steel complex is the country's largest steel producer. The complex uses the blast furnace/basic oxygen furnace (BF/BOF) production route, which is significantly more carbon-intensive than the electric arc furnace (EAF) route used by mini-mills. Under CBAM, BF/BOF steel from South Africa faces a higher carbon tariff than EAF steel. The National DPP Registry's carbon calculator differentiates between production routes and applies the correct IPCC Tier 2 emission factors, ensuring that ArcelorMittal SA's CBAM declarations are accurate and defensible.
